Harris County is a division the State of Texas. That tweet acts like it is outside the authority of the Legislature to make laws about how elections are run "without the consent" of the County. I believe most other large Counties already have had "nonpartisan" election administrators running their elections for a long time now, ostensibly to remove that burden from the County Clerk's and Assessor/Collector offices. However, those decisions were usually all made with one party controlling the entire county anyway (whether that be the Dems or Repubs) and were made for real administrative purposes.

The problem in Harris County is that the creation of this election administrator was made as soon as Democrats gained an unexpected 3-2 Commissioners majority in what was basically, at best, a 50/50 Democrat county. So Republicans viewed it with suspicion, and then to make matters worse, since then every election has been a fiasco with one election coordinator being forced to resign for a vote count discrepancy in her first election in charge and the next presiding over the implementation of new equipment that frustrated voters and led to Republican claims of paper shortages targeted at Republican precincts. In addition, in redistricting of the County Commissioners districts, the Democrats redrew the districts so that the two Republicans Commissioners' residences were drawn into the opposite districts so that one Republican incumbent suddenly had to run in the District previously represented by the other Republican and vice versa. Republicans in control of the Legislature are pissed, so its part of a County Democrat vs State Republican political fight/pissing contest.
