She started talking about how the people on the street begging for money were really scammers who were playing us. Their problem for the most part is addiction to drugs and alcohol. Standing on the corner so people feel sorry for you so you can scrounge up enough money for your next fix arguably is a "scam" even if calling them that is insensitive.

When a person has less in life than they feel they are entitled, they like to make everyone else around them as miserable as they are. Misery does want company. However, they will do everything they possible can to "drive away" people of whom they are jealous. They do not want the company of people they envy. And why? Those people (no matter how kind they are to the envious one) are a constant reminder of how shitty the envious person's life is. A person who has far MORE in life than they feel they are entitled, they will never be miserable. In my opinion, I think that is really what we are talking about with people like jungle rat.
