No, he's not - just wishful thinking on somebodies part. Some in the media abhor a vacuum - not having a slate of candidates on the dem side isn't all that fun. Gore would liven things up somewhat - not with clown-car hilarity such as the likes of Trump, Cruz, Bachmann, Huckabee etc, but at least it'd be something.

Actually I noticed it took up quite some space and time in the MSM between 2002-2008. Difference was then it was due to racism in the executive branch.
