IMHO, this is worse than the death penalty.
What they did to SMU was like a fatal car wreck - quick and decisive. This is more like Alzheimer's - slow and humiliating.

The 1994 Federal Assault Weapons Ban, which expired on September 13, 2004, codified the definition of an assault weapon. It defined the rifle type of assault weapon as a semiautomatic firearm with the ability to accept a detachable magazine containing more than 10 rounds, and two or more of the following:
Folding or telescoping stock
Primary pistol grip
Forward grip
Threaded barrel (for a muzzle brake or a suppressor, commonly called a silencer)
Barrel shroud

So, according to this legal definition of an "assault weapon," which features led to the deaths of those movie-goers? The obvious answer is none. The fact is, the legal definition of an "assault weapon" is 99% aesthetic, 1% function.
And "machine guns" (i.e. capable of fully automatic fire) are already illegal, and have been since the '30's.
