the thing is the whole addressing and putting means nothing

its like when you accidently touch the ball on the tee and tap it off the tee

don't 99% of us retee without penalty
putts should be the same way--you accidently cause it to move an inch no penalty remark hit your putt

It's not like that at all. A ball on the tee is not in play. So if you knock it off the tee, you can replace the ball without penalty. But once it's in play - through the green, on the green, or in a hazard - if the ball moves because of something the player did, a stroke must be counted. The issue is if there was intent to hit the ball. If there was, he just plays the next shot from wherever the ball lies. If not, he takes the penalty shot, replaces the ball, and then hits the next shot. In this case, the question was if he caused the ball to move from addressing the ball and his practice swings or if it was an outside agent like wind and gravity. I think it's debatable that it was the former but that's what they ultimately decided. Thankfully it didn't matter.

but the key is intent

every body and their brother knows he had no intent to hit that ball causing it to move.

even if he caused it to move seems to me with this being a game policed many times by the players --you know if the ball moves 1 inch from a practice stroke on the putting green there was no intent from the player to make that happen--and if there was the player would admit it.

unless he's the "don't count that" guy

If you cause the ball to move, you count a shot. The only way intent matters is determining where you play the next shot. If there was no intent and it moved when you addressed it (it settled to a lower spot or you nudged it, or even hit it in a practice swing), you replace it with a one shot penalty. If there was intent and you made a swing at it, you count the stroke and play it from the new spot. The question was if he had anything to do with the ball moving. It's quite possible that with greens that fast and with wind that the ball would move on its own. In that case, he would play it from the new spot without penalty.

caddies/volunteers/and media all can play once a year out there

becoming a caddie or volunteering is probably harder then becoming a member though. any volunteer who quits gets to appoint someone --find out who the volunteers are

or tell them you are the golf blogger for the goat pen--that would get your media credentials--they get to play the sunday after the masters supposedly
