SpaceX has been paid almost all of those billions by launching things into space for NASA and the Department of Defense.
NASA has spent almost $26 billion with Boeing, Northrop-Grumman, Pratt and Whitney, Aerojet, Lockheed-Martin etc etc for SLS which it appears is likely to be cancelled, ie $26 billion for a final result of a handful of test launches. The writing has been on the wall so they have started development with a $4 billion contract with SpaceX for Starship development, which SpaceX had previously developed with all their own investment (ie Elon Musk paid for it).
Turns out launching things into space is expensive. NASA has spent the equivalent of their entire budget for one year on SLS and will get nothing out of it

Elon is not the problem. The problem is math.
Math says there are way too many people over the age of 65 in this country collecting social security checks and getting Medicare healthcare and not nearly enough younger people working to pay the taxes to fund all our old people. Our elderly didn't have enough children and nowhere near enough grandchildren. Its just math. We ran out of employed younger people and are not just left with a nation of old, retired, and migrant entitlement takers. That is where the trillions and trillions go. Not hookers and blow.

I know you are enjoying. Most of us are enjoying this. For me, this is Disneyworld every day. The "left" has no cards to play other than run to a judge and file and injunction on every action the POTUS takes. And the Supremes will simply overturn every single action and no one will be able to stop this. He'll just go faster and the dems will have to go faster asking for federal restraining orders.
There is no possible win-win with any of these actions. Its only win-lose. Even the lefties who can't stand where some of these tax dollars are headed aren't man enough or woman enough to side with Trump in stopping any of it because their PRIDE is stung. And that is the only thing that matters to them at this point, their pride. You can see that in all of hedge's posts, a prideful man who (in his mind) has LOST and there is nothing he can celebrate other than trying to get the judicial system to be assholes.
