I don't know if this program will work or incentivize folks to have more children, but, as a society, we need to figure out our demographic problem or, long term, we will have a serious issue like China will be facing in a few years.

Its not literally $140 billion in cash though is it? Theres some aid like that in loans, which they use to pay US defense contractors (ie Americans) for new weapons. The majority of our aid to Ukraine is a dollar value of already existing equipment and older weapons systems and ammunition that was designed to kill Russians and is otherwise sitting in storage becoming obsolete.

I don't like the guy and will be voting for DeSantis instead of him, but you can't argue he isn't a PR genius. Made a claim he was going to be arrested, put in cuffs, etc. for the smallest of charges against him. Got the R party all up in arms and the D party all excited in anticipation on something where there is little chance of him being charged. Builds the narrative that the swamp is out to get him that will blunt any impact of future charges on things that are more serious.
