No salary cap. You can set it in the league to like 2 keepers max and ownership can change from year to year if someone drops out. The legaue comish could give ownership to another user if someone dropped out. And the person that finishes with worst record, gets first pick in the next years draft. That way you can keep it balanced from year to year. I am in a couple of keeper leagues and they are a blast. Send the money to ATM to hold in his Paypal account till end of season, and I am good with it. 12 teams x 20.00 = 240. How about 200.00 for the winner, 40 for the runner up.
Now there should be enough us around here to fill a 2 divisions of 5/6 teams.

I've used Yahoo for years but really which one would work best for a pay league. I know yahoo goes to like week 14, then weeks 15 and 16 determine the league winner. I'm not sure what ESPN does.

As far as pay, I will look into it but I think it should be handled just like the NCAA tourney around here. Either pony up the money and let someone hold it or wait till the end of the year to pay it out. Since it is a 2 person pay out, make more sense to put it in someone's paypal account and then that person distribute the funds at the end of the year. I don't mind doing it.
I will create the league at some point today and put the link on here.

It will be for the first year an Autodraft. So when the league is full and everyone is ready to go, I will set the Draft status to ready and then usually it will draft within 48 hours of that.
