Getting out the plane excited, making a left turn too tight after disembarking and not paying attention to the spinning blades. I can see that happening easily...with small propeller planes or helicopters.

I think regulations vary from state to state on small prop planes (large commercial airlines are governed more universally, I think). Actually, I'm pretty positive of it...and I would expect Texas to be regulated very loosely.
