The Big 12 and SEC are set to announce a "Rose Bowl" style agreement which will result in the Big 12 and SEC champions meeting in a bowl (Sugar? Cotton? (or possibly rather, the next best non-playoff participants in each conference meeting in a bowl game).

Or alternatively, could result in the Sugar and Rose Bowls being national semi-final matchups with the ACC frozen out of a conference champions only playoff system.

I'm not in favor of the idea or against it but I don't see how congress could step in and mandate that the Big 12 and SEC could not play a game if they are both willing participants.

He's speaking about the scenario where the ACC is frozen out. Something which I dont think is going to happen because I do think lawsuits are definitely on the agenda even if lesser conferences than the ACC do not have at least a nominal path to a national title. In practice, this is just a Big 12 and SEC alliance that has now been formalized similar to the B1G/Pac12 alliance with the Rose Bowl. There is an implication now that these 4 are the Big 4 from now on. The Big 12 certainly has its eyes on ACC schools in exansion. The SEC does not have any official expansion plans, but Virginia and North Carolina are the obvious desirable footprint. It cant be settling than an earstwhile ally in the SEC is now throwing in with the Big 12.
