from what I understand, Goodell not dropping hammer would open the door for lawsuits claiming the league tolerates & turns a blind eye to the health issues of it's players

I make the argument that it's not a health issue. There was nothing about the "BountyGate" that was about doing anything outside of the rules.
Where payton did fuck up was ignoring the L when they told him to stop.

Additionally, David Stern would shyt all over any NBA organization that systematically paid players outside of the terms of their contract. Bounty or not. If they were gettin it for moppin up the wet spots he'd take away 1st round picks.
