California probably doesnt have that many more people leaving than other aging early-mid 20th century boom states on a percentage basis. The problem in terms of net domestic migration is that the typical person cannot afford to move to and live in California. You can only move there if you have nothing (foreign immigrants and young people who have nothing anyway) or if you are very rich (rich foreign nationals or rich people in other states). So the vast majority of people who are lower to upper middle class, if you're in California you sell your real estate for millions and buy a much nicer place in another state, or if you're outside California, you don't move there because you cant afford to.

Federal Reserve Chair Jerome Powell is facing an increasingly grim calculus after yet another hot inflation reading last week: He probably has to push the economy into recession in order to regain control of prices.
After spending much of last year sounding a bit like the inflation-tolerant, former central bank chief Arthur Burns, Powell has increasingly taken on the mantle of inflation-slayer -- and Fed icon -- Paul Volcker. It’s a role he’s likely to embrace with relish on Wednesday, when he speaks with reporters after a widely-expected decision by the Fed to raise interest rates by another half percentage point.
But so far at least, he’s shied away from endorsing the tough monetary medicine -- and punishingly deep recession -- that it took for Volcker to break the back of inflation four decades ago. While Powell has recently acknowledged that getting price pressures under control could require some pain -- and maybe even higher unemployment -- he’s steered clear of talking about a recession.
That’s perhaps understandable, given how fraught politically that is, especially for President Joe Biden’s Democratic Party ahead of mid-term elections in November.
“The chairman of the Fed doesn’t want to let the ‘r’ word slip out of his mouth in a positive way, that we need a recession,” former US central bank policy maker Alan Blinder said. “But there are a lot of euphemisms and he’ll use them.”

The Tennessee Valley Authority asked people on Monday to cut down on how much electricity they use to help avoid power interruptions while heat indexes rise throughout the state.
The Knoxville Utilities Board said they were notified about the request on Monday as well. They specified that they could handle the power demand from customers, but TVA also asked other utility companies to help lighten the power load.
The TVA said they were seeing a period of all-time record electricity consumption across its region. They specified that people should reduce their electricity use between 2 p.m. and 5 p.m. throughout the week to help reduce the burden placed on its systems.
