As Commander In Chief he is the head of the military. Their actions fall on him (sometimes the Second of State does the honors, though). That's why he apologizes for actions done under his charge.

To be honest, I haven't looked in depth at the investigations into the Waco tragedy. I don't know if ATF agents were rogue or they were following orders.

I'm going with UK because, on the ride home from work last night, all the subway posters at the Clinton/Washington stop had unibrows drawn on them. Good sign.
Also, Long Beach is going to shock a few teams the next few days.

Like I said before, Rick is being mean to the girlfriend so she'll break up with him. He doesn't want the GOP nod...and it must terrify him to think that he can. So, he can stake out these positions nice and tough and get good speaking fees when this shit is all over.
