DS. If getting a network cable from the basement to an area for an upper floor router can't be done easily another possibility is to use the wired electrical outlets to carry the network signal. This will probably be especially golden if there are outlets upstairs on the same circuit as the basement that you can use.

So, I plug an Ethernet cable into one of those from the modem then plug one of those in the wall elsewhere and run an Ethernet cable from it to a router? can I set up multiple routers with the same IP address with that so I can have identical coverage throughout the house?

yes, but you can't just plug them up and they work that way. You'll have to configure them thru their browser interface. In the words of Run DMC......It's Tricky

Our "cable" guy (really fiber optic guy) set the "modem" (whatever you call the thing that runs the FO) downstairs in the backroom and ran a CAT5 to the router upstairs. That way my son's laptop in the backroom downstairs works without wireless and everything else runs on the wireless network. I asked about multiple routers and got the same reply eCat just gave: It's tricky.
