Obviously Trump wants and needs the debates more than Biden. Hell, Trump's team is demanding 4 debates now instead of the usual 3. Clearly he thinks this is an area of advantage for him. But Biden doesn't need the debates, Trump has done most of Biden's work for him. Irregardless of why Biden shouldn't debate Trump (and there are many reasons), the fact is Trump wants them real bad and simply by not giving him what he wants will enrage him and cause him to make a fool of himself, not that he needs any help. Just like any relationship, the person who cares the least is always in control. Clearly Trump cares a lot more about the debates than Biden, so Biden is in control here...
