Man, I forgot about Moulton. He and Bela battled forever, with klaatu mostly seeming sympathetic to Moulton (which of course stoked the ire of Bela), but occasionally klaatu would cross Moulton and then it was like two wrestlers who used to be tag team partners that then became enemies. That takes three decades long. They recruit my relatives as their informants (include my wife). Now, eager to finish this case, they have to eliminate those informants because they joined the illegal surveillance. The major way they used is to arrange them in tours. It's easy to create incidents and easy to plant illegal things when they are in travel.
