South Carolina made the decision to cancel the fall break and cut short the semester because they are expecting a covid 19 surge in December.
I have to believe the primary reason they are pushing students to come back is solely for sports - specifically football.
If there is no surge in the fall I would expect college basketball to resume as normal, but I wouldn't be surprised to see it dropped again after the Xmas break.

Somebody football player is going to get CV and definitely some basketball player. Those sports are almost a perfect template for spreading a virus. Thing is, the majority of anybody that age wouldn't even know they had it and a few might have very mild symptoms (like a mild cold) but since it's CV, there's going to be widespread panic and they're going to shut everything down again. UNC finally has a good football team and the hoops teams is stacked, and they're going to call off the season...

based on what I've read, I honestly believe we'll have a vaccine available by November, which is nothing short of amazing based on what experts say about creating a vaccine for a virus of any kind, much less one transmitted across species.

I took chemistry one semester in college, I'll handle this. My understanding is that even if they came up with an experimental vaccine right now (or a month ago or whatever) that ends up being totally safe and effective, it takes a year or more to vet it and prove that it's safe and effective. Now then, just like hydrochloriquine, if they come out with something that they say looks good in Phase I trials, I'm sure some people (not me) will be more than willing to give it a try and maybe that would speed up the timeline, but under usual procedures I don't think they're going to approve a vaccine as "ready" by November. Ironically, it seems as if the rabid anti-vax crowd is aligned with Trump, for some reason I can't figure out (I didn't take Psychology of Cults one semester in college, so I'll let Prof or Crotch answer that one)....

they have a concept called Emergency Use which means a vaccine that has some high degree of confidence would bypass normal trials and be distributed to at risk people.
That wouldn't be college kids of course, but it could be given to elderly with pre-existing conditions.
Would I want to have a half ass tested vaccine? I don't know, I guess. Would I want it if I was 75 and a smoker? absolutely

Oregon State’s AD thinks it’ll be so bad, “we’d almost have to get a whiteboard out and start over”:
“Anywhere from 75 up to almost 85% of all revenues to our departments are derived directly or indirectly from football,” Oregon State athletics director Scott Barnes said. “Indirectly, I mean sponsorship dollars, multimedia rights, and then you’ve got your gate, your donations and whatnot. The impact of not playing a season is devastating. It would rock the foundation of intercollegiate athletics the way we know it. Frankly, I’m not trying to solve for that because it would be such a devastating circumstance that we’d almost have to get a whiteboard out and start over.”
