The character on the right is Barney Google, who was from the city. Snuffy Smith was originally a guest character in Barney Google's strip but turned out to be more popular than Barney himself and took the strip over completely.

I don't know if you've ever heard of "Thimble Theatre" but a similar thing happened there...the strip used to be about Olive Oyle, her boyfriend, and family. Then one day a throwaway character named Popeye was introduced...
