what stringent regulations do you propose that will prevent a 16 year old from stealing his dad's shotgun?

I would like to see some tough love civil fines on parents whose children steal or otherwise get a hold of their firearms. Something to make them take notice and be a little more careful. To go back to the automobile comparison,if we're doing it for speeding we should be doing it for this.

Why do they deserve a reward for releasing hostages they were holding illegally and not threatening their neighbors with missiles?
