I thought you needed a federal ATF permit to possess an auto. That used to be the case. Maybe they delegated that down to the states.
But it makes sense that a "CLEO" (probably a police chief) would not sign off on such a permit. What law enforcement leader, in their right mind, would want their signature on the form that facilitated a mass murder like this?

there is another option. Its called a binary trigger. Its a $300 upgrade for a gun where you the gun fires when you pull the trigger and then release the trigger, essentially doubling the firing power in Semi auto. Someone who has played with this for a bit could shoot rounds fast enough to make it sound like a slower full auto.
I don't think that is the case here because the firing sounds pretty fast and fluid, unlike a semi auto firing where there would be some variance due to the manual part of it.
You don't need a class III license to to buy a binary trigger.

It's purely a numbers game. 360 mil Americans are horrified at the news, while a few hundred are fantasizing about how they could have pulled this off and done a better job. Later on somebody will try.
Unstable people used to just kill themselves but now a subset wants to give the middle finger to the life they're leaving behind by going on a murder spree. Guns aren't going anywhere, neither is mental illness, so there's really not a whole lot to converse about imo.

ISIS is apparently now claiming responsibility for this. I think that'd be pretty surprising. I'm thinking this is more of a Charles Whitman, brain tumor/mental disease type situation.

Along the lines of my total non-surprise that someone could get their hands on an automatic weapon relatively easy in this country, I'm pretty sure he could've gotten a silencer if he had wanted one, irregardless of the NRA's position on them or the current laws ostensibly governing their procurement...

US manufacturing activity hits 13-year high; construction spending up
U.S. factory activity surged to a more than 13-year high in September amid strong gains in new orders and raw material prices.
The ISM said its index of national factory activity surged to a reading of 60.8 last month, the highest reading since May 2004.
The acceleration in manufacturing activity and the accompanying increase in prices could harden expectations that the Fed will raise interest rates.
