Why would he want to coach at UC over Louisville? To get out of dodge before being fired?

Louisville is a bit of a dumpster fire, although it looked like he had turned it around - solid recruiting class, won 5 of the last 7.
But he was always on rocky ground with them. He pursued the USCjr job his first year there and it got leaked to the press, so he was never fully committed to the program and the fans were never fully in.
Its a lateral move and honestly its pretty risky taking them into the Big 12 where scoring over defense is the norm.
But it seems clear he wanted out and was going to take the first serious opportunity to take it.

Baker Mayfield woke up this morning with the realization that he’s a backup qb for life.

Up in the mountains this weekend and happened to talk with an executive at Yum Brands. Asked him about what's happening with Louisville athletics. He said the whole university, not just the athletic program, is in disarray right now.

I'm sure they are hoping Kenny Payne resigns at this point. He fumbled badly on the NIL and Transfer Portal which will make or break a program at the moment.
Mack left last year admitting he had lost the team and can't motivate them, 18 months after he had them at a #1 ranking for 2 weeks in the polls.
The fans never accepted Satterfield, they thought Brohm was a lock.
So they are reeling from lawsuits, NCAA sanctions, a buyout of Petrino, a buyout of Mack, the president and AD left on the same day, so you have interims hiring and running the university resulting in the athletics office hiring bad candidates for their two largest moneymaking sports.

Matt Jones reported a heavy hitter QB was going to announce 2 days ago. He implied UK had already reached out

He decommitted from Alabama before signing with Carolina, he might go back. Irregardless, he could have his pick of schools if he really was leaving UNC. I doubt UK would be the one he chooses. At any rate, I think that's either a fake tweet or some dude with 175 followers trying to gin up some interest...

Not talking about the Saints. He looks like he’s over football.
