Mailing a letter would cost three cents more, or 49 cents, starting in January, under a Wednesday proposal by the U.S. Postal Service.

The price of sending a postcard would also go up by a cent to 34 cents. The rate hikes are expected to raise $2 billion for the cash-strapped postal service.

The Postal Service must first get the approval of its regulatory panel, Postal Regulatory Commission, before it can raise prices over the rate of inflation.

"Of the options currently available to the Postal Service to align costs and revenues, increasing postage prices is a last resort that reflects extreme financial challenges," the Postal Service Board of Governors Chairman Mickey Barnett said in a letter to customers.

The agency said it lost $740 million in the three months that ended June 30. During the same period last year, it reported a $5.2 billion loss.

That is especially true in Kentucky, a state where residents’ collective health has long been horrendous. The state ranks among the worst, if not the worst, in almost every major health category, including smoking, cancer deaths, preventable hospitalizations, premature death, heart disease and diabetes.

...or maybe not. Most of them come from districts so gerrymandered that it's virtually impossible to lose unless it's to another Republican. Therefore, than have an incentive to demand and pass the as extremely conservative legislation as possible.

Senators, otoh, don't have the luxury of having the boundaries of their districts drawn up so that they can't lose. Senators and the President represent much broad swaths of society than Representatives do.

I don't how it could happen, but I wish once and for all the House districts would get drawn by an independent body unrelated to state legislatures. I think that would involve every state passing a law though. The House has become almost dysfunctional, no matter which party is in charge.

State legislatures are the most logical bodies to determine district lines since they are elected by citizens of that state.

Why does DSL hate democracy?

Oh please...when state legislatures, from whatever party, draw up congressional districts in order to assure one side victory, they are hardly working for the best interests of democracy. And state legislatures can get away with it because 1) a lot of people aren't even aware they do this and 2) partisans on both sides actively encourage it.

Iowa is one of the few states that has an outside commission draw its districts. It's no coincidence that 4 out of its 5 congressional races (at the time) turned out to be competitive.

Their laws also require that no counties can be split between congressional districts and that the districts must be contiguous.
