All highway funds don't come from gas taxes. They aren't targeted. Taxes go into a general fund and the general fund pays for expenditures including highways. The same is true for funds that go into airports, to pay for federal employees (including air traffic controllers) and the many specific projects that every politician brings home (the bacon).

As for Phil, I will pull a Columbus. I claim his house in the name of Owlman (since my family has never lived their before).

It may be in Texas, but California has their highway costs funded by certain taxes. The air traffic controllers and TSA are funded mostly by federal fees on airlines and taxes on tickets.

States receive highway funds from the Federal Highway Trust Fund. Federal gasoline and diesel sales taxes are earmarked to this fund. Up until 2008, those sales taxes were sufficient to cover expenditures out of that fund. Now, just like the rest of the budget during the recession, there are annual shortfalls, about 20%, that comes from the general fund. Since we have been borrowing 30% of our budget to cover shortfalls during this recession, it has not been taxes covering this latest Trust Fund shortfall; therefore the federal income taxes Phil Mickelson, or you and I, have paid have not gone to funding federal or state highways.
