Not necessarily. You restore all the Clinton tax cuts. Either that or recognize that this whole premise doesn't fit at all. The top 2% control a greater percentage than they did during the Clinton years so don't look to go back for all but move forward.

Not sure by what you mean by restoring Clinton tax cuts. The fact of the matter is that by raising the top two rates to what they were under Clinton, eliminate deductions for those in those brackets, and take dividends back to ordinary rates, you only raise $140 billion a year. I said all the Clinton tax rates. Rates for the middle class are lower than they were under Clinton as well. They are lower than they were for the middle class under Bush (President Obama has decreased taxes since he's been in office)You need more cuts, period.
