Signal is approved for coordinating with colleagues about your lunch plans, not the conduct of clandestine operations. The other reason they were using the Signal app is b/c you can (and they did) set it so that the messages will disappear after a set amount of time, which is clearly a violation of federal laws requiring the preservation of official records. But they throw so much shit on the wall that nobody will even notice that (and Maga cult members won't care anyway and in fact will defend it)..
