I am quite sure our foster system needs to be dramatically altered. And I am sure there are some foster parents who should not be anywhere near children. I get that. But we forget, it was created (in the first place) because it is soooooo much cheaper to have a foster system than to have orphanages. Foster care REPLACED orphanages. And we also have to remember, orphanages also have child abuse (sometimes on a massive scale.) Just because the kids are in an orphanage, it doesn't mean they aren't violated. Quite often, they violate EACH OTHER! So yeah, protect the children. But no amount of money spent by government guarantees anything.

Do not get me wrong, I admire what Paris Hilton is saying. I agree with much of it. But this is a very complicated situation. Sometimes, you simply have to remove kids from their biological parents and place them in foster care.
