There is no possible compromise on the way the Senate is currently divided. So, I mean, that's it. The behavior needs to change because rules are rules. If 60 votes are what is required to STOP talking about something to even get something to vote (and not 51 with the vice providing the all important deciding vote) then nothing should get done until behavior changes. There is no other way.

Ask yourself this, why aren't legislative decisions entirely obvious and universally accepted? If just 60% of the people voting on a law can't even agree to stop talking about it, then maybe its important enough not to vote to change a current law or create a new one?

All the "budget" proposals that Congressman Paul Ryan brought before congress, they were all under 50 pages. That was the whole federal budget, you could read it in an hour.
