To be politicized would mean Hoover was a willing servant to one particular president, party, or ideology. Hoover was nobody's servant. He was all about maintaining his own position and power. If any president of either party challenged his position or power, Hoover would simply blackmail that president with the embarrassing pictures or tapes on that president, and the challenge stopped then and there.
Then Hoover would celebrate his victory by slipping into a nice Dior gown, stockings, pearls, and slow dance with his boyfriend.
